The key can be obtained at honored reputation with Honor Hold or Thrallmar. Comment by Did this a few weeks ago with what I think was a nearly ideal group: 1 well-geared pally tank, 2 healers, 1 DPS warrior, and 1 rogue.
The pally tank was able to do huge group pulls with two healers on him. Since he never ran out of mana, his threat generation was ridiculous, allowing the DPS warrior to AoE his heart out same with the rogue. This was the pally's first time tanking and my first time healing SH on heroic. We were able to kill everything, even with 1 wipe, with around 10 minutes to spare before the first prisoner's death.
From that experience, I'd say that any decently good Tankadin with two healers and some form of AoE should be able to complete this fairly easily. Comment by May be a dumb question but no one else said If you die do you fail the quest??

After the final part cipher of damnation , you will be sent a letter via game mail that directs you to talk with the guy in Shat who gives the "tour of the city" quest. Comment by Allakhazam The timer starts when you engage the "Gauntlet of fire" event in heroic Shattered Halls. You first get 55 mins until the first prisoner is executed, if you don't slay Kargath and get to the executioner a lvl 70 elite who is located behind Kargath before the first prisoner is killed you get another 10 mins to save the 2nd prisoner.
If you still haven't got past Kargath when the second prisoner is killed you get another 15 mins to save the last prisoner. It doesn't matter which one of the prisoner you save to obtain the "Unused Axe of the Executioner" as long as you kill him before he kills the last prisoner you're all good. Hope it straighten out some question marks for ya. And btw, the gautlet event starts as soon as you enter the corridor after the first boss. It's done easily after learning the pulls so probably not your first time through on heroic put should be able to do it the 2nd or 3rd try. Comment by It should be stated that the minute countdown does not start until you go through the second door in the Grand Warlock's room. That is to say, once you kill the Grand Warlock 1st boss , and leave his room to continue onward, you receive a debuff - similar to 45 Baron runs - that shows you how much time you have remaining.

Comment by blckA I did a heroic run today and we were 5 minutes overdue of the timer. One prisoner got slain but surprisingly enough the executioner did drop the quest item.

We missed the first two prisoners but were able to kill Kargath before the third prisoner died and we still completed the quest. Comment by Izichial When you kill Kargath on heroic, a Shattered Hand Executioner and the prisoners spawn in the small area after Kargath's.
This npc drops the Unused Axe of the Executioner. In my case, one of our members lost his internet connection and could not log back on and we had to replace him. However, people who DC'ed or logged inside the instance counts toward that 5 person limit.
Therefore, be wary if a party member DC's, or if you're clearing the instance and switching out before the executioner to help friends get attuned to not let any additional people zone in until there is space for them in the zone. Comment by Finished it first try with 12 minutes left on the timer before the first prisoner was due to be killed. Just one death the priest , the entire run. Only one of us had been in a heroic SH before. Trickiest bit for us were the pulls in the hallway between the centurions, other than that it was all pretty trivial; including the last boss.
My advice to anyone trying this is to take as much CC and as little melee as possible. The hardest fight was Kargath due to squishiness, but we managed on the third attempt.
All other boss fights went smooth, trash is the real killer in this instance. Comment by sanafey We finished it with i dunno how much minutes left. We wiped several times before first boss on the big elite packs.
Luckily we had sheep, fear, frost nova etc. And our healer didnt die in one hit. We skipped the groups with centurions, pulling only the centered mobs and dogpatrols way back in the first room to chain fear them.
